Lowest price earns full price points; B-BBEE level adds up to 20. Above R50 million the split is 90 and 10. This is the final rank.

The award is one action with one mandatory field: the reason. Awarding anyone other than the top-ranked bidder needs a substantive one, and it is stored with the name of the person who made the call and the moment they made it.
Behind it sits the evaluation record: every Phase 1 check, every Phase 2 score and its reasoning, every override, the Phase 3 arithmetic, and the references collected from previous clients by email. Downloadable as a PDF for the file and a CSV for the auditors.

Does the AI decide who wins?
No. The final rank is arithmetic set by the Preferential Procurement Regulations: price points plus B-BBEE points, 80/20 or 90/10 by tender value. AI reads the documents, runs the Phase 1 checks and scores Phase 2 functionality with its reasoning shown, and a reviewer can override any Phase 2 score with a recorded reason. The award itself is a person's action with a mandatory written reason.
Can a bidder see why they lost?
Yes. Once a tender closes, each bidder sees their own Phase 1 checks, their Phase 2 score by dimension, their Phase 3 points and rank, and the award with the winner's name and price, which is what an award notice publishes anyway. Bidders never see another bidder's evaluation.
Where is our data, and who can see it?
On Google Cloud, in an access-controlled environment. Each institution's tenders and bids are walled off from every other institution's by database rules, contractors see only their own records, and processing is aligned with POPIA. Hosting details are available to institutions on request as part of due diligence.
Does it replace our bid evaluation committee?
No. It prepares the committee's work: every document verified, every check recorded, every score reasoned, and the ranking computed. The committee reviews, overrides where it has grounds, and awards. What changes is that the record is complete on the day, not reconstructed when a bidder appeals.
What does it cost an institution?
A yearly price per institution, set by seat count and tender volume, quoted after a demo. Contractors pay nothing to register, browse tenders, read the insights or keep their documents; they pay a fee per bid, from R1,000, only when they submit one.
How long does it take to get started?
An institution is set up after a demo: we create the tenant, issue seat keys to the procurement team, and the first tender can be published the same week. A contractor creates a free account and uploads their compliance pack in about twenty minutes.
